I spent most of last week in Doha at the Web Summit Qatar, the Gulf's new version of the popular annual tech conference. One theme stood out among the speeches I watched and the conversations I had: sovereignty.

An AI-Powered Autonomous Underwater System for Sea Exploration and Scientific Research

Traditional sea exploration faces significant challenges due to extreme conditions, limited visibility, and high costs, resulting in vast unexplored ocean regions. This paper presents an innovative AI-powered Autonomous Underwater Vehicle (AUV) system designed to overcome these limitations by automating underwater object detection, analysis, and reporting. The system integrates YOLOv12 Nano for real-time object detection, a Convolutional Neural Network (CNN) (ResNet50) for feature extraction, Principal Component Analysis (PCA) for dimensionality reduction, and K-Means++ clustering for grouping marine objects based on visual characteristics. Furthermore, a Large Language Model (LLM) (GPT-4o Mini) is employed to generate structured reports and summaries of underwater findings, enhancing data interpretation. The system was trained and evaluated on a combined dataset of over 55,000 images from the DeepFish and OzFish datasets, capturing diverse Australian marine environments. Experimental results demonstrate the system's capability to detect marine objects with a mAP@0.5 of 0.512, a precision of 0.535, and a recall of 0.438. The integration of PCA effectively reduced feature dimensionality while preserving 98% variance, facilitating K-Means clustering which successfully grouped detected objects based on visual similarities. The LLM integration proved effective in generating insightful summaries of detections and clusters, supported by location data. This integrated approach significantly reduces the risks associated with human diving, increases mission efficiency, and enhances the speed and depth of underwater data analysis, paving the way for more effective scientific research and discovery in challenging marine environments.

Ground Truth Generation for Multilingual Historical NLP using LLMs

Historical and low-resource NLP remains challenging due to limited annotated data and domain mismatches with modern, web-sourced corpora. This paper outlines our work in using large language models (LLMs) to create ground-truth annotations for historical French (16th-20th centuries) and Chinese (1900-1950) texts. By leveraging LLM-generated ground truth on a subset of our corpus, we were able to fine-tune spaCy to achieve significant gains on period-specific tests for part-of-speech (POS) annotations, lemmatization, and named entity recognition (NER). Our results underscore the importance of domain-specific models and demonstrate that even relatively limited amounts of synthetic data can improve NLP tools for under-resourced corpora in computational humanities research.

Implicit-Knowledge Visual Question Answering with Structured Reasoning Traces

Knowledge-based Visual Question Answering (KVQA) requires models to ground entities in images and reason over factual knowledge. Recent work has introduced its implicit-knowledge variant, IK-KVQA, where a multimodal large language model (MLLM) is the sole knowledge source and answers are produced without external retrieval. Existing IK-KVQA approaches, however, are typically trained with answer-only supervision: reasoning remains implicit, justifications are often weak or inconsistent, and generalization after standard supervised fine-tuning (SFT) can be brittle. We propose MODELNAME, a framework that equips IK-KVQA with dual-path structured reasoning traces (symbolic relation paths over text and vision together with path-grounded natural-language explanations) to provide a stronger inductive bias than generic answer-only supervision. These traces act as modality-aware scaffolds that guide the model toward relevant entities and attributes, offering more structure than generic chain-of-thought supervision while not constraining reasoning to any single fixed path. Using a single open-source MLLM, MODELNAME constructs and selects traces to build an offline trace-enriched dataset and then performs structure-aware self-distillation; no external retrievers, verifiers, or curated knowledge bases are used, and inference is a single autoregressive pass. Across benchmarks, MODELNAME consistently improves both answer accuracy and the transparency of intermediate reasoning, achieving up to 11.3% higher answer accuracy on OK-VQA over the strongest baseline.

The Future of AI in the GCC Post-NPM Landscape: A Comparative Analysis of Kuwait and the UAE

Comparative evidence of how two Gulf Cooperation Council (GCC) states translate artificial intelligence (AI) ambitions into post-New Public Management (post-NPM) outcomes are scarce because most studies focus on Western democracies. To fill this gap, we examine constitutional, collective choice, and operational rules that shape AI uptake in two contrasting GCC members, the United Arab Emirates (UAE) and Kuwait, and whether they foster citizen centricity, collaborative governance, and public value creation. Anchored in Ostrom's Institutional Analysis and Development framework, the study integrates a most similar/ most different systems design with multiple sources: 62 public documents issued between 2018 and 2025, embedded UAE cases (Smart Dubai and MBZUAI), and 39 interviews with officials conducted from Aug 2024 to May 2025. Dual coding and process tracing connect rule configurations to AI performance. Our cross-case analysis identifies four mutually reinforcing mechanisms behind divergent trajectories. In the UAE, concentrated authority, credible sanctions, pro-innovation narratives, and flexible reinvestment rules transform pilots into hundreds of operating services and significant recycled savings. Kuwait's dispersed veto points, exhortative sanctions, cautious discourse, and lapsed AI budgets, by contrast, confine initiatives to pilot mode de - spite equivalent fiscal resources. These findings refine institutional theory by showing that vertical rule coherence, not wealth, determines AI's public value yield, and temper post-NPM optimism by revealing that efficiency metrics advance societal goals only when backed by enforceable safeguards. To curb ethics washing and test the transferability of these mechanisms beyond the GCC, future research should track rule diffusion over time, experiment with blended legitimacy-efficiency scorecards, and investigate how narrative framing shapes citizen consent for data sharing.
